Foreign Policy: Securing Peace, Strengthening Defense
The focus of European foreign and defense policy must be on maintaining friendly relations with neighbors and building partnerships. In times when the familiar world order erodes, the EU must take responsibility and defend its values. It would be naive to think that this could be accomplished without modern and efficient forces. Diplomacy is always preferred, but only works in conjunction with effective deterrence. With the United States increasingly loosening its links with Europe, the Union needs to improve its own military capabilities.
